THE COUNCIL'S DOCUMENTS

What Hackney
judges you against.

Validation list. Planning Application Validation Checklist (Hackney Planning Service). An application missing a required document can be made invalid, which delays the decision.

Development plan. Hackney Local Plan 2033 (LP33) (adopted, 2020); New Hackney Local Plan (emerging, Earl).

National policy. The National Planning Policy Framework and, for every London council, the London Plan 2021 sit alongside the local plan.

LOCAL PLANNING POINTS

Things that shape applications in Hackney.

Checked against the council's published policy and guidance. Each point links to its source.

  • A new Residential Extensions and Alterations SPD was adopted in December 2025 and came into effect in January 2026, replacing the 2009 guidance. Source
  • The consultation draft of that SPD (September 2025) proposed limiting single-storey rear extensions to 3m deep on terraced houses, 3.5m on semi-detached and 4m on detached houses, and rear dormers to at least 0.5m below the ridge and 1m above the eaves. Check the adopted version for the final wording. Source
  • The same draft said roof extensions along an unaltered roofline in a conservation area will generally not be acceptable, and that on Victorian butterfly roofs a mansard is usually the most appropriate form of roof extension. Source
  • There are 35 conservation areas across the borough. Source
  • Hackney's Local Plan (LP33) was adopted on 22 July 2020. Work has started on a new local plan, which the council expects to start using in 2029. Source
  • Selective licensing covers privately rented homes in 17 wards, including Stoke Newington, Dalston, Clissold and Hackney Central, from 1 May 2026 to 30 April 2031. Source

Which reports does Hackney require for a house extension?

Hackney's list adds reports mainly when the site has constraints, such as a conservation area, flood zones 2 and 3, flood3, critical drainage areas, scheduled monuments, tall buildings. Drawings and the forms are always needed. Our application checker lists the reports for your address.

How up to date is Hackney's validation list?

The list we use is "Planning Application Validation Checklist (Hackney Planning Service)", which is undated. Councils revise their lists, so we confirm the current version before you commission reports.

Do you cover every part of Hackney?
