THE COUNCIL'S DOCUMENTS
What Waltham Forest
judges you against.
Validation list. London Borough of Waltham Forest: Local validation requirements for planning applications 2025 (Full National & Local Validation Checklist 2025) (2025 (published Dec 2025; enforced for applications submitted from 1 January 2026)). An application missing a required document can be made invalid, which delays the decision.
Development plan. Local Plan Part 1: Shaping the Borough 2020-2035 (adopted, 2024); Local Plan Part 2: Site Allocations (emerging, Regu).
National policy. The National Planning Policy Framework and, for every London council, the London Plan 2021 sit alongside the local plan.
LOCAL PLANNING POINTS
Things that shape applications in Waltham Forest.
Checked against the council's published policy and guidance. Each point links to its source.
- As a rule of thumb, houses can generally extend up to 3m at the rear, with anything deeper likely to be too overbearing for neighbours, and dormers above the ridge are not acceptable (Residential Extensions and Alterations SPD, 2010). The guidance is old, so how much weight it now carries should be checked case by case. Source
- A replacement Residential Alterations and Retrofit SPD went out to statutory consultation from 2 February to 16 March 2026 and has not yet been adopted. Source
- A borough-wide Article 4 direction means converting a house (C3) to a small HMO (C4) needs planning permission. Source
- The borough has 15 conservation areas, and nine of them (including Walthamstow Village, Orford Road and Leytonstone) have Article 4 directions that remove some permitted development rights. Source
- A selective licensing scheme launched in May 2025 and runs until 30 April 2030 in every ward except Hatch Lane, Highams Park North and Endlebury, where homes let to three or more unrelated tenants need an HMO licence. Source

Make an enquiryWhich reports does Waltham Forest require for a house extension?
Waltham Forest's validation list requires Surface Water Drainage Assessment for householder applications, before any site constraints are taken into account. How up to date is Waltham Forest's validation list?
The list we use is "London Borough of Waltham Forest: Local validation requirements for planning applications 2025 (Full National & Local Validation Checklist 2025)", dated 2025 (published Dec 2025; enforced for applications submitted from 1 January 2026). Councils revise their lists, so we confirm the current version before you commission reports.
