THE COUNCIL'S DOCUMENTS

What Hammersmith and Fulham
judges you against.

Validation list. Local Validation Checklist (two lists: 'Minor, householder and full applications' and 'Major applications') (Minor/householder list file dated 21 June 2017; major list file dated 10 April 2018 (dates taken from file names; documents themselves are undated)). An application missing a required document can be made invalid, which delays the decision.

This list dates from 2017, before the London Plan 2021 and statutory biodiversity net gain, so the national and London requirements apply as well. Our validation review confirms the current position.

Development plan. Hammersmith and Fulham Local Plan (2018-2035) (adopted, 2018); Climate Change SPD (adopted, 2023); Local Plan review (to 2042) - Regulation 18 draft (consulted 29 Oct-10 Dec 2025; Reg 19 planned summer 2026, adoption targeted Nov 2027) (emerging, 2025).

National policy. The National Planning Policy Framework and, for every London council, the London Plan 2021 sit alongside the local plan.

LOCAL PLANNING POINTS

Things that shape applications in Hammersmith and Fulham.

Checked against the council's published policy and guidance. Each point links to its source.

  • The council has designated 44 conservation areas in the borough. Source
  • A borough-wide Article 4 direction has removed permitted development rights for basements since 26 April 2018 (excluding the Old Oak and Park Royal Development Corporation area), so basements need planning permission. Source
  • Basements are generally limited to one storey below the original lowest floor, digging under front and side gardens is not normally acceptable, and rear lightwells should not take more than 50% of the rear garden (Planning Guidance SPD, 2018). Source
  • Borough-wide additional HMO licensing and selective licensing on 24 named streets have applied since 5 June 2022. Source
  • The Local Plan 2018 is being replaced: the first draft of a new Local Plan was consulted on from 29 October to 10 December 2025, with adoption timetabled for November 2027. Source
  • Article 4 direction: Basements. Basement development, lightwells or any other development below a house or its garden, across the borough except the Old Oak and Park Royal Development Corporation area. Source
  • Article 4 direction: Conservation area directions. Many conservation-area directions apply only to individually listed properties, not the whole area; check the council's list of properties affected for your address. Source
  • 25 further Article 4 directions apply to particular areas or conservation areas. Council list
